В наземных сотовых сетях 3-го поколения все абоненты условно разделены на 3 категории (ITU-R М. 1225): высокоподвижные (vehicular), малоподвижные (pedestrian) и стационарные (fixed). К категории малоподвижных объектов относятся абоненты-пешеходы, скорость передвижения которых принята равной 3 км/час, а скорость передачи информации - до 384 кбит/с.
